President Executive Order (EO): PMF and Pathways

The “Pathways” Executive Order (EO) on Recruiting and Hiring Students and Recent Graduates is a major opportunity to advance high performance government and recruit future effective leaders. The EO contains important aspirational language suggestive of high performance government.  Young Government Leaders is supporting the efforts of the Office of Personnel Management, American Society for Public Administration, Association for Public Policy Analysis and Management, and Association of Professional Schools of International Affairs at this working meeting on Monday, March 7.

An invitation-only group will examine those aspirations in depth, with the goal of identifying strategies to ensure that the Pathways Programs address the future leadership and human capital needs of the federal government.

Office of Management and Budget (OMB) Performance.Gov

Young Government Leaders assisted OMB with assessing and testing the Performance.gov website and capturing the “young government leader" voice.  The kickoff session occured on Monday, November 15. The YGL Review Team then individually conducted Performance.gov site reviews remotely according to their assignments.  The feedback was used to enhance the site before it goes live and the entire Performance.gov team was briefed on the recommendations for potential implementation.
 
Office of Management and Budget (OMB) ExpertNet

The United States General Services Administration (GSA) and the White House Open Government Initiative are soliciting your feedback on a concept for next generation citizen consultation, namely a government-wide software tool and process to elicit expert public participation (working title "ExpertNet").ExpertNet could: Enable government officials to circulate notice of opportunities to participate in public consultations to members of the public with expertise on a topic. Provide those volunteer experts with a mechanism to provide useful, relevant, and manageable feedback back to government officials.

In order to gather feedback from the public on the idea of ExpertNet, we decided to use a wiki platform that consists of discussion forums and the opportunity to edit the content of the "use case" itself. The original RFI can be found herehttp://go.usa.gov/1mT and the wiki is located here http://expertnet.wikispaces.

Members of YGL can easily create an account, join any of the discussion forums and edit the wiki.


Office of Personnel Management (OPM) Making Government Cool Initiative

The “Making Government Cool Initiative” is being led by Matt Collier, Special Assistant to the Director. An internal OPM Working Group, together with 6 full-time, 90-day detailees from outside agencies, make up the “cool team.” The group is tasked with answering the central question: “How do we convince the best and the brightest to work for the Federal government?” and seeks to create a comprehensive and sustainable strategy for attracting the best candidates to public service and thus, “making government cool again.” 

The team is focused on recruiting and hiring at the college level, as well as helping to shape a positive developmental experience for these entry-level new hires. Focused within a “pathways to service” framework, the team is examining 7 areas: recruitment strategy, employment incentives, communication strategy, agency relations, stakeholder outreach, employment experience, and diversity.

Currently, the team is reaching out to agencies, organizations, universities, and other stakeholders to gather information and ideas that will help shape an interim report inclusive of findings and recommendations. As part of that process, Young Government Leaders (YGL) and Emerging Postal Leaders (EPL) members are centered around the two areas in which YGL and EPL members can provide the most beneficial perspective: communication strategy and employment experience.

Partnership for Public Service Explores Federal Government Innovation

With support from the Rockefeller Foundation, the non-profit Partnership for Public Service is exploring how agencies can foster an environment of innovation in the federal government. Over the past few months, the Partnership has spoken with senior-level, mid-level and front-line employees throughout the government to identify the challenges to innovation. Now it is time to move to the solutions!

The Partnership convened the group of 10 rising federal leaders to brainstorm new solutions to fostering innovation in government on Tuesday, April 6, 2010. Top ideas will be included in our final set of recommendations.

Brookings Institution: Developing New Leaders

Brookings Executive Education hosted an event titled“Developing New Leaders” and asked 5 – 6 YGL membersto participate in the event on April 13, 2010, from 1:30 p.m. to 3:30 p.m.  The setting was informal. 3 - 5 young federalemployees who have been identified as promising new leaders to participated in acasual discussion about their experiences withleaders/managers who have made a difference in their work experiences/lives.
